About

Kyle advises public school districts and boards of education on a variety of education law matters, including labor and employment issues, student rights and discipline, human resources, public records law, special education, employee benefits, labor disputes, student privacy issues, and board governance. He has served on negotiations teams in bargaining for teachers and non-teaching staff, defended boards of education in labor arbitrations, termination proceedings, and before the State Employment Relations Board.

Kyle also has experience litigating in state and federal court, as well as defending charges filed with state and federal administrative agencies, including the Ohio Civil Rights Commission, U.S. Equal Employment Opportunity Commission, and the U.S. Department of Education, Office for Civil Rights. Kyle has represented school boards in lawsuits regarding state and federal anti-discrimination laws, workers’ compensation appeals, contract disputes, statutory immunity issues, special education, and student and staff free speech rights, among numerous other issues.

In addition, Kyle has spoken at school law conferences and has provided in-service training to District leadership and other school staff members. He is a member of the Ohio School Board Association’s Ohio Council of School Board Attorneys, Ohio State Bar Association, and Cleveland Metropolitan Bar Association.
